Governing Documents

The Rolling Hills Homeowners Association was established through Court Order 94-50067 and the governing documents consist of a Constitution, Bylaws and Declaration of Restrictions and Covenants. All homeowners should have received copies from local real estate agents or during the closing process. Copies of the documents are in the following pages of this section.

The Constitution outlines the framework of the HOA, the Bylaws goes into more detail regarding the election and duties of the Board and Officers and the Restriction and Covenants goes into details on building requirements, construction cleanup, landscaping, fencing and activities considered unharmonious with the neighborhood such as car repair in driveways, more than 3 pets and similar restrictions. These rules are designed to ensure quiet enjoyment of our homes and protect and enhance property values.

It is important to note that since Rolling Hills is within Spearfish City, Ordinances regarding general parking, boat and motorhome parking, animal control and snow removal apply to us. Violations will be referred to the city or police department for action.
